I'll second (or third) the suggestion for the HLG QB's. I used to run a 250w HPS/MH magnetic ballast circa the mid 90's. It did a fine job for a personal meds grow, but I don't miss all the ducting that was in my tent one bit. Now I'm running a dual CREE COB setup and IMO the light coverage is superior to the 250w HID I was running. Now, a 1000w HPS is going to be king for coverage, but in your area, you could get just as good coverage running 4x HLG 132 QB's.
I'll be frank too, cheaper blurples suck. They're perfectly fine for a veg tent, but a friend of mine who was growing under a Mars Hydro 300w blurple could produce nothing but wispy, airy buds. My 250w HID outperformed it by a mile every time.
I've only had my COB's for a little over a month and the nugs are pretty darned solid so far, and I've got at least another 4 weeks of flower left. I'm pretty satisified with them.
Do your research. There is great LED lighting out there, and there is complete shite. QB's will come highly recommended by pretty much everyone. I'd also say the CREE COB's are worthing looking at too. Those Timber branded passives are pretty sweet. Lots of options, just make sure you get something worth your while.
